a) When a post in the Civil Service becomes vacant the Office of Human Resources will usually circulate details of the post and invite applications for it.

b) A civil servant who has the qualifications for a vacant post but who does not apply for it may nevertheless be recommended for it by their Accounting Officer or may be appointed to it by the Public Services Commission after consultation with the department concerned.

c) A post which is re-graded to a grade above that which it was, may, according to the circumstances, be declared vacant by the Public Services Commission and applications invited for it.
