Annual leave
Staff will receive annual leave entitlement and general public holidays based on length of service and proportionate to their working patterns.
Annual leave allowances
Civil Service
In line with the 2021/22 PSC Pay Agreement and the harmonisation of annual leave provisions across the PSC, civil servants who at 1 April 2021, had an annual leave entitlement of less than 28 days, adopted the annual leave allowances as shown in the table below:

Those civil servants who at 1 April 2021 had an annual leave entitlement of 28 days or more, retained that entitlement and the provision for progression to further leave entitlement through length of service as set out in the table below:

An employee is also allowed a privilege holiday over the Christmas and New Year period as determined by the Public Services Commission.
Any employee who is employed on shifts providing 365/366 (in the case of a leap year) days a year cover may apply to take time off for hours worked on bank holidays at any time during the year:
- the granting of time off for public holidays will be subject to management agreement, taking into account the needs of the service and time off requested by other employees
- in general the same principles will be applied when considering requests for time off on public holidays as are applied in considering requests for annual leave
Manual & Craft Workers (M&CW)
In line with the 2021/22 PSC Pay Agreement and the harmonisation of annual leave provisions across the PSC, Manual & Craft employees who at 1 April 2021, had an annual leave entitlement of less than 28 days, adopted the annual leave allowances as shown in the table below:
