Mutually Agreed Resignation Scheme

The MARS Schemes have been designed specifically to:

  • support periods of change
  • drive for workforce efficiencies within the Public Service
  • facilitate an overall reduction in staff costs


The Scheme allows an individual PSC employee to leave the public service in return for a severance payment, if they choose to do so, provided they have the agreement of their Department, and the Public Services Commission, and where it can be demonstrated that there will be a long term financial saving to Government.


This scheme is being offered to those employed at management grades within the Department of Health and Social Care (DHSC).

The main purpose of the scheme is to facilitate a reduction in staff numbers overall by creating vacant posts which can be filled by redeployment of staff from other jobs or as a suitable alternative to those facing redundancy.
