The People Qualities
The ‘People Qualities’ is the name of the competency framework that underpins the Public Service. Developed in-house, the framework provides our people with an understanding of the qualities that demonstrate the level of character, credibility and capability we covet within the Public Service.

Using The People Qualities
For your own development: The People Qualities sets out the competencies required from our people over seven levels relative to grade. If you are looking to progress your career, the People Qualities can help you identify how you can demonstrate your readiness for change.
In your appraisal conversations: The People Qualities is an essential part of your 3Cs appraisal conversations. Select one of the 10 outcomes to form the basis of your conversation and refer to it to inform your own development objectives. Our Learning Pathways could help you achieve these.
