Public Services Commission Classes of Employees

Under the provisions of the Public Services Commission Act 2015, from 1 September 2015, the following groups of staff within Departments, Boards or Offices will be employed by the Public Services Commission (PSC):

PSC Civil Servants

Civil servants undertake duties which are wholly or mainly administrative, professional, technical or clerical in nature.

They are accountable through their Chief Executive /Chief Officer, to their respective Department, Board, Statutory Body or Office. Chief Executives /Chief Officers are accountable to the Commission for adherence to its framework policies and processes concerning the effective management of the workforce.

PSC Manual and Craft Workers

Manual and craft workers undertake a wide range of work and include apprentices, general manual and social care workers and skilled craftsmen.

They are accountable through their Chief Executive /Chief Officer, to their respective Department, Board, Statutory Body or Office. Chief Executives /Chief Officers are accountable to the Commission for adherence to its framework policies and processes concerning the effective management of the workforce.

Department of Education, Sport and Culture staff

From 1 January 2020, other than teaching and lecturing staff all other staff from the Department of Education, Sport and Culture transferred to the Public Services Commission.  This included:

  • Education support
  • NJC
  • Youth Service
  • Villa Marina/Gaiety Theatre
  • Bursars
  • Analogous Civil Service

The transfer also included staff working in these groups on a relief basis.

They are accountable through their Chief Executive and the Chief Executive is accountable to the Commission for adherence to its framework policies and processes concerning the effective management of the workforce.
